It is also an axiom that the demands of the public good are paramount to individual interests. The practical application of restraints upon business for the protection of health is often severe in its effects upon individual interests, and nothing but the strong arm of the law can make such restraints operative. Hence the necessity of municipal and of State legislation for the preservation and protection of the public health. The intelligence of the American people is such, and such their estimate of human life, that they need only to be advised as to the best means of exercising sanitary control, to strongly uphold all legitimate legislation in this direction.
