Daly, $5000 is left to the Northern Dispensary of New York.Notwithstanding the protest of the Tenement House Committee of the Charity Organization Society, and other citizens interested in tenement house reform, the mayor has signed the new building code recently rushed through the Board of Aldermen and Municipal Assembly. The enactment of this is considered a step backward by the best architects and other experts who have examined it.The average death-rate for six weeks ending October 14 has been 17.13 per thousand, as against 20.78 for the corresponding period last year. The lowest mortality record for many months was for the week ending September 30, when the death-rate was 15.87.
