Hartford, the deputy surgeon general, retired after more than 30 years of active duty. He was succeeded by Brig. Gen. Howard W. Doan currently the surgeon general's director of personnel and training. Both generals have been decorated with the Legion of Merit, the Army Commendation Ribbon, and the Bronze Star Medal and both hold decorations from the French government for outstanding service in World War II.Colonel Fletcher Honored. —  The Academy of Achievement presented its Golden Plate Award to Col. Maurice J. Fletcher, MSC, an internationally recognized expert in the field of prosthetics and artificial limbs, at Monterey, Calif., in September. Colonel Fletcher, who has commanded the U. S. Army Prosthetics Research Laboratory, Forest Glen, Md., since 1946 has designed many of the features of an artificial hand which operates without a control knob.
