    In his annual report for the fiscal year ended June 30, 1938, released January 8, the Surgeon General, U. S. Public Health Service, states that the general death rate for the calendar year 1937 was 10.9 per thousand of population as compared with 11.3 for the preceding year. This favorable condition continued in 1938, when preliminary figures for the first six months disclosed a mortality rate of 10.8 per thousand as compared with 11.8 for the corresponding period of 1937.There was a decrease in infant mortality from 57.1 per thousand live births for 1936 to 54.4 in 1937. The maternal mortality rate continued to decline; 4.6 per thousand live births in 1937 against 5.3 during 1936.The tuberculosis mortality resumed a downward course after a slight increase in 1936. The improvement was apparent in the provisional tuberculosis death rate, which declined from 51.7
