It is obvious that the legislature cannot know, in advance, the details of all needs which lead to requests for legislative action. The consolidation of 125 commissions into nine departments, each in charge of a single director gave Illinois its opportunity to do things right. The results have been that laws were enforced, routine work was accomplished promptly and well, and, in spite of the war time, the total of appropriations was not exceeded, and yet the state found itself with a full treasury. The legislature, therefore, has confidence in the executive officers.
