I am in receipt of a demand from the collector of internal revenue for this district for the payment of $1.50 for a narcotic license for the period from Jan. 1 to June 1, 1919. I have already paid for and secured a license covering the same period, and would like to know what power and authority they have to demand the payment of an additional tax.
