Specifically, the bill allocates $20 billion for clean water programs and $15 billion for safe drinking water programs. In 2009, the combined appropriation for these programs was about $1.5 billion. The bill, introduced by the bipartisan leadership of the Senate Environment and Public Works Committee, also earmarks additional funds to reduce lead in drinking water and to address combined sewer overflows and agriculture-related water quality issues.
