Shinseki stated his opinion April 29 in testimony before the House Committee on Veterans' Affairs. The hearing was called to explore advanced appropriations as a budgeting mechanism for the VA. Legislation calling for such appropriations, the Veterans Health Care Budget Reform and Transparency Act of 2009, was introduced in the House and Senate on February 12 (HR 1016 and S 423 [http://thomas.loc.gov]).
