The purpose of the program is to slow the transmission of HIV in the general population through large-scale prevention interventions focused on high-risk groups, including injecting drug users and female sex workers and their clients and partners. Interventions include clinical services such as treatment for sexually transmitted diseases, distribution of free condoms, peer outreach for safe-sex counseling, and needle exchange programs.
