Recognizing these limitations, the Substance Abuse and Mental Health Services Administration (SAMHSA) convened a panel of outside experts to consider the utility of DAWN and whether changes in the health care delivery system, particularly the growth of managed care, have affected the drug abuse cases that are treated in emergency departments.
