To the Editor: The impact and effectiveness
of international humanitarian assistance generally has been determined by
the donors and evaluated in tons of supplies donated or by the dollar value
of assistance provided. Many recently published studies evaluating the effectiveness
of humanitarian assistance to Bosnia have focused on the amount of donated
supplies and medications.1- 3
Several nongovernmental organizations also provided medical personnel to assist
health care workers in Bosnia-Herzegovina during the war (November 1991-December
1995).
