The proposed organization is the result of a study of the experiences of the Army Medical Department in overseas theaters during combat. The main wartime obstacle was the lack of flexibility in the use of professional personnel inherent in the older and more rigid Table of Organizations, under which equipment and personnel were welded together as a unit.
