In some states the requirement is made by rule of the medical board, in others the provision is by statute.It is interesting to note that most states have already required either United States citizenship or first papers as a condition precedent to taking the state board examinations. Only the following states require neither full citizenship nor first papers at the present time: California, Illinois, Massachusetts, New Hampshire, New Mexico, New York, Ohio, Texas, Utah and the
