The document noted that the Toxic Substances Control Act, which authorizes the EPA to obtain information on the risks of existing chemicals and to control those that pose unreasonable health and environmental risks, places the burden of obtaining such data on the EPA rather than on chemical companies. Also, the act does not require chemical companies to test for toxicity of the approximately 700 new chemicals introduced into commerce each year.
