In their letters, the legislators wrote: “The original intent of the program was to extend the Medicaid drug discount to the most vulnerable patients receiving services at Public Health Service clinics, including individuals who are, ‘medically uninsured, on marginal incomes, and have no other source to turn to for preventive and primary care services.’”1 The quotation regarding those medically uninsured and on marginal incomes was taken from the Senate Committee report that accompanied the 340B statute. While the report conveys the original intent of the program, Drs Hart and Siegel are correct that the statute does not contain that language.
