The circular issued on the 15th of May, from the Census Office under the authority of the Department of the Interior and over the signature of "John S. Billings, Surgeon U. S. A, In Charge of Vital Statistics and Statistics of Special Classes," has been the subject of considerable comment by the public press, the consensus of opinion among the physicians interviewed all over the country being represented as adverse to the proposed method of obtaining statistics of the physically and mentally afflicted classes of the community.
