A House Commerce subcommittee opposed a trimmed-down version of the Senate-passed Mental Retardation Facilities and Community Mental Health Centers Construction Act.Grants for construction of mental retardation research centers were cut back to three years from five years.University grants for mental retardation facilities were cut back to 3 years from 5 years, and state grants were reduced to 2 years from 4 years.Grants for building community mental health centers were trimmed to 2 years from 4 years.Staffing aid for community mental health centers was cut back to 6 years from 8 years, and the Federal share of initial staffing costs was cut.The subcommittee measure authorizes appropriations totaling $407 million. The Senate-passed bill authorizes appropriations totaling $850 million.
