New Congress Meets—  The 90th Congress began its two-year term with health issues again a major concern.Senate Majority Leader Mike Mansfield (Mont) said he did not anticipate requests for sweeping new legislative approaches in the 90th Congress.However, President Johnson was scheduled to ask Congress to extend medicare to cover the one million disabled persons now receiving Social Security payments.Social Security Commissioner Robert Ball recently said his agency was considering legislative recommendations involving medicare payments for outpatient hospital services and for services of hospital-based physicians such as pathologists, radiologists, anesthesiologists, and physiatrists. He did not reveal the details. Some administration supporters last year introduced proposals to include the services of the specialists under the hospital benefit part of medicare, rather than the medical services plan.There have been administrative problems in
