ABSTRACT

The Public Health Service has been delegated responsibility for advising the Social Security Administration and assisting state agencies in the professional health aspects of the Health Insurance for the Aged Program; the utilization review requirements for hospitals and extended-care facilities are integrally related to this. Of interest is how this procedure can assist physicians to care for all their patients, not just beneficiaries of the Health Insurance Program. The Public Health Service believes in the importance of its overall objective—the maintenance of high-quality patient care and an increase in effective utilization of all health services, to be achieved through an educational approach involving the study of patterns of care and the encouragement of appropriate utilization of available resources.
