ABSTRACT

Medicare Hearings.—  Senate Democratic Whip Russell Long (La) announced he will back his own hospital benefit program that differs widely from the Administration proposal passed by the House.He disclosed his new plan as the Senate Finance Committee started hearings on the medicare bill. Long, in addition to holding the second-ranking majority post in the senate, is next in line in the committee to Chairman Harry Byrd (D, Va).Under Long's plan, continuous hospitalization would be provided for up to three years for the elderly. However, there would be a form of means test—deductibles varying according to income but in no case more than a year's income."The idea is based on the theory that a person should be a self-insurer insofar as he is able but should not be wiped out by a catastrophic illness," Long told reporters.
