MEDICAL OFFICERS.  The number of medical officers, 192, allowed by law, to the army is inadequate in time of peace. The insufficiency in time of war was met by the assignment of over 650 contract surgeons under the provision of the Act approved May 12, 1898. All volunteer regiments had three medical officers appointed by the Governors of States. Volunteer surgeons to fill the staff positions authorized by the Act approved April 22, 1898, were appointed by the President: Eight corps surgeons with the rank of lieutenant-colonel and 110 division and brigade surgeons with the rank of major; 5 of the former and 46 of the latter positions were filled by the appointment of officers of the Army Medical Department.
