—In The Journal, July 13, 1907, page 151, in an editorial, you criticise the health authorities of Texas for their proposed action in barring from the state indigent and hopeless individuals with tuberculosis. Being state health officer of this state, I took the article in good part, as it was fair criticism given in the right spirit. I felt at the time that you did not understand my views, however, because the lay press jumped to the conclusion that my restrictions would be accompanied by pest houses, yellow flags and shotguns, and they gave me a good deal of adverse discussion.In The Journal, Aug. 10, 1907, page 506, however, I note an item which advocates fixing the responsibility on the communities in which the tuberculosis originates.
