ABSTRACT

This is a "review" of Mr. D. E. Salmon's report on Swine-plague and Cholera, made to the Department of Agriculture in 1887. Dr. Billings says in his preface: "The absolute necessity of forcing this dispute to a final issue must be my excuse for this contribution." What the dispute is, we have failed to discover from the 64 pages of the pamphlet. It is absolutely painful to read anything written with so little dignity of style as this pamphlet, especially when it emanates from a member of the medical profession occupying a public position. The pamphlet is not argumentative; it is abusive, rhetorically involved, and unclear in diction and style. The author claims in his preface to be the devoted servant of his profession, the live stock interests of his country, and his race in all countries.
