Any doubt that an attempt is being made to degrade the Sanitary Department at the Isthmus is removed by the letter of Mr. Mann to the Bureau of Legislation, printed in the Department of Correspondence in this issue, and by a study of the bill now pending in Congress, to which that letter relates. No. 5155; S. 601), now in committee at both ends of the Capitol, was introduced almost simultaneously, in the House, by Mr. Mann, of Illinois, and, in the Senate, by Mr. Crawford, of South Dakota.
