ABSTRACT

Thus far the Journal of the Association has been published on the plan of annual contracts with the lowest responsible bidders. The Board of Trustees has, prior to the annual meeting, obtained bids or estimates from several printing establishments in different cities, and awarded the contract for publishing the Journal to the party offering the most favorable terms. While this plan is theoretically economical it is practically attended by many embarrassments and losses. The fact that the office of publication may be removed to another city at the end of the year, or the contract for printing be awarded to another firm in the same city, directly discourages many desirable permanent improvements.
