To the Editor.—  In a recent issue of JAMA Dr Gleicher1 drew some conclusions about the impact of the 1980 National Institutes of Health Consensus Conference on Cesarean Childbirth, conclusions reflected in the subtitle of his article, "The Short-term Failure of the National Consensus Development Conference in 1980." Given the data presented, the conclusions do not seem warranted.Gleicher's principal reason for considering the program to be a failure is that national cesarean rates, which had been rising for some time before
