President Johnson signed the $281-million mental retardation bill with a warning that the nation still is not doing enough to solve the problem.
The President, in a formal signing ceremony, said that in dealing with the problem of mental retardation, it is clearly the obligation of the nation to act.
"We are not doing enough; we must do more; we are going to do more," Johnson said.
The President said the bill, which strengthens federal aid for the construction of new facilities for the mentally retarded, was aimed directly at at least two million Americans. He said the bill was the diffierence between "total darkness and just a ray of light."
Johnson said many of the mentally retarded children in the nation's ghettos were normal at birth. He said there were at least a million mentally retarded people who received no community care and another million who received no care
