On Dec. 15, 1952, the First National Conference on Trichinosis made it clear that the widespread practice of feeding raw garbage to swine was the major link in the transmission of trichinosis. Between then and now, in a period of little more than a year, there has been a truly spectacular rate of adoption of acts by state legislatures, by which feeding of raw garbage is now forbidden in most states. There is almost no connection between the two sentences above.

Well then, what did happen? Did the legislatures finally and at long last respond to advice given by the United States Department of Agriculture? No. Did they finally respond to the advice given by their own state departments of agriculture?
