Anslinger, United States Commissioner of Narcotics, the main theme of Dr. Wolff's treatise is expressed in these words: "Not all of those who are under the effects of a narcotic, like opiates, are persons afflicted by vice, as it has been explained on other occasions. In contrast, the use of marihuana is always an abuse and a vice in the strictest sense of the word. So far as this drug is concerned, there is no medical indication whatsoever that will justify its use in the present day and age, as is the case with opiates and also, up to a certain point, with cocaine, although increasingly broad limitations already are being applied to the latter, restricting its use in operative medicine." "I repeat my initial warning: there is not, as is the case with the opiates, any reason, any excuse, any
