Mexico, Sept. 28, 1919.

Legislative Matters  There will soon come up in congress for action the bill for the enforcement of Article 4 of the constitution, relative to the practice of professions. This bill requires, as expected, that in order to practice law, medicine, obstetrics or pharmacy in Mexico it is necessary to possess a degree granted after passing an examination in certain studies either at the National University or the universities of the different states. Foreign degrees will have to be submitted for registration when reciprocity has been established with the country in which they were obtained, while, so far as other countries are concerned, it will be necessary for the applicant to submit to an examination. Persons who do not comply with these requisites will be punished according to the provisions of the criminal code, and finally no person will be authorized to practice his profession unless he
