Eighteenth Annual Meeting, held in Washington, D. C., Oct. 5-8, 1909
The President, SURG.-GEN. PRESLEY M. RIXEY, U. S. Navy, in the Chair

Hannis Taylor of Alabama, in the opening address, made an eloquent plea for peace, detailing the gigantic preparations for war which are being made at this time the world over.
