A great deal of work has obviously been devoted to the preparation of the book, but it is unfortunate that not more attention was given to accuracy and that the subject was not presented in complete and well balanced form. The book is highly theoretical and frequently inaccurate. By its omissions it produces a poorly balanced and somewhat distorted view of the situation. Its sophomoric pronouncements will not impress those familiar with the problem.
